Pillar 3

AGRI-FINANCE CENTRE OF EXCELLENCE (CoE)

Strategic Engine

The Agri-Finance Centre of Excellence (CoE) serves as the strategic coordination and capacity-building engine of NAFIR. While NAFA mobilizes catalytic funding and FAST provides the digital infrastructure, the CoE anchors the human, institutional, and strategic foundations required to make agricultural financing in Ethiopia sustainable and resilient over the long term.

Core Focus Areas

01

Strengthens Agricultural Insurance & Risk Management

Develops, refines, and coordinates modern risk mitigation frameworks—including parametric and crop/livestock insurance models—to insulate lenders and producers against weather, production, and climate-induced shocks.

02

Builds Financial Literacy of Borrowers

Equips smallholders and agricultural enterprises with practical financial education, enabling producers to navigate formal credit products, manage seasonal cash flows, adopt digital savings, and maintain repayment discipline.

03

Builds Institutional Capacity of FIs

Strengthens the technical expertise of banks, MFIs, insurers, and rural credit providers in agricultural underwriting, portfolio risk management, digital loan lifecycle tools, and sector-tailored product development.

04

Facilitates Institutional Linkages

Acts as a national convenor that aligns key public and private stakeholders—connecting regulatory bodies, development agencies, technology providers, off-takers, and financial institutions to drive coherent, market-wide execution.

Strategic Impact on the Ecosystem

By addressing critical knowledge gaps, operational bottlenecks, and coordination barriers, the Centre of Excellence ensures expanded finance is matched with institutional readiness.

I1
Risk Paradigm Shift

Enabling Sustainable Lending

Transforms traditional perceptions of agricultural risk by instilling data-driven risk management practices and standardizing risk-sharing procedures across financial institutions.

I2
Ecosystem Alignment

Bridging Policy and Implementation

Aligns ecosystem actors—including the National Bank of Ethiopia (NBE), Ministry of Agriculture (MoA), and market operators—under a harmonized vision for sustainable rural financial inclusion.

I3
Resilience & Sovereignty

Safeguarding Long-Term Growth

Guarantees that public and private capital deployed through the NAFIR framework delivers lasting productivity, enhanced climate resilience, and food sovereignty across Ethiopia’s agricultural value chains.
